Dtn 17,15b has been much debated, and various suggestions have been made as to what would have prompted such a prohibition and what historical figure or historical circumstance may have been in the mind of its author. It is argued here that the prohibition is best understood against the background of the Neo-Assyrian hegemony over Israel and Judah with the political, economic, cultural and religious consequences this brought, and that »foreigner« in the text thus has in mind the figure of »the Great King«, the king of Assyria.
