Ratios of random variables arise frequently in medical–pharmaceutical applications. A selected review of this literature is provided, followed by a new method to compare time–to–event data from clinical trials. This method involves studying the ratio of a Pareto random variable to a gamma random variable. The exact distribution of the ratio is derived in terms of special functions. The associated estimation procedures are deduced by the method of moments and the method of maximum likelihood. Finally, computer programs and tabulations of an associated measure of comparison are provided and their practical use illustrated.
