In this paper the phase-difference method is investigated for the frequency estimation of a noisy signal. It is shown that frequency outliers appear in the application of the phase-difference method even though the signal-to-noise ratios are high. The origin of the frequency outliers are analysed statistically. For the correction of the frequency outlier a discriminant is proposed. Compared with other common methods, the improved phase-difference method can estimate the frequency of noisy signals with higher accuracy and moderate computational complexity.
