On behalf of the International Organization for Standardization (ISO), the Guide to the Expression of Uncertainty in Measurement has been presented. The Guide has been declared mandatory on the part of the national metrology institutes of the world and numerous other international organizations.
In a review article On the Revision of the Gaussian Error Calculus, the author has critically analysed the Guide´s formalisms. At the same time, he has presented an alternative error model, the essential features of which are biased estimators – caused by so-called unknown systematic errors – and the exploitation of the densities of Fisher, Wishart and Hotelling. Part 1 of the discourse at hand gives full particulars of the ideas to combine and propagate measurement errors in a manner alternative to the Guide.
