Development and Operation of a Virtual University – Experiences at the FernUniversität Hagen

The development of the Virtual University in Hagen has begun more than six years ago as a research project. Today, almost half of the university´s 58000 students use the diverse services of all faculties offered in the Virtual University. This paper reflects on experiences which led to the realization of functionalities and variants as they are available for teaching and learning today. The major topics of this report are administration within the technical platform, creation of multimedia content for distance teaching, as well as tutoring, communication and interaction via the Internet. Finally, we mention the availablility of open source tools for Internet based teaching and learning.
